PAIA Manual
1. Introduction
The Promotion of Access to Information Act, 2 of 2000 ("PAIA") gives effect to the constitutional right of access to information held by the State and by private bodies, where that information is required for the exercise or protection of any right. This manual is published in compliance with section 51 of PAIA, as amended by the Protection of Personal Information Act, 4 of 2013 ("POPIA").

6. How to request access to records
Requests must be made on Form 2 (Request for Access to Record), prescribed by regulation 7 of the PAIA Regulations, 2021. Please use the current version — the Information Regulator does not accept requests on the older, superseded forms.

- Form 3 — Internal Appeal / Complaint to the Information Regulator, if we refuse your request.
The completed form must be submitted to the Information Officer (see §3) with:
- Sufficient detail to identify the record requested.
- The form of access required, and the postal address or email address of the requester.
- The right that the requester is seeking to exercise or protect, and an explanation of why the record is required to exercise or protect that right.
- Proof of identity.
- Payment of the prescribed request fee.
Our response. We will decide on your request and notify you in writing within 30 days of receiving it. That period may be extended once by up to a further 30 days where PAIA allows, in which case we will tell you why. If we refuse, we will give you reasons and explain your right to complain to the Information Regulator or to apply to court.
If you are a data subject asking only for your own personal information, you may instead email our Information Officer directly under POPIA s.23 — see our Privacy Policy. Corrections, deletions and objections do not require a form.
7. Grounds for refusal
Access to a record may be refused on the grounds set out in Chapter 4 of PAIA, which include (among others) protection of personal information of third parties, commercial information, confidential information, safety of individuals and property, records privileged from production in legal proceedings, and the operations of public bodies.
8. Fees
The prescribed request fee, access fees and deposit are payable in terms of the regulations published under PAIA. Current amounts are available from the Information Regulator.
9. Processing of personal information (POPIA)
Personal information collected by us is processed in accordance with POPIA. Please see our Privacy Policy for full detail on what we collect, why, how long we keep it and your rights as a data subject.
Operator. Dream Hotels & Resorts (Pty) Ltd (registration number 2014/259730/07) is the management company appointed to operate the lodge on our behalf, and processes personal information on our documented instruction under a written agreement meeting POPIA s.20 and s.21. Its reservations function trades as Central Reservations. Dream Hospitality Operators (Pty) Ltd remains the Responsible Party, and requests under this manual should be directed to our Information Officer at §3.
